The theory of relativity, as I understand it, states that if person A is stationary, watching person B go by at the speed of light, person B will appear to person A to be moving much faster. Time will have sped up for person B relative to person A. Person A will appear to person B to be moving much slower. Time will have slowed down for person A relative to person B.
However, time will appear to be normal relative to themselves.
We only see something that is different and question our perception when we look outside ourselves.
